Process Evaluation and Concurrent Monitoring of Pradhan Mantri Matru Vandana Yojana (PMMVY)

Key Finding:

The targets set for enrollment in the scheme are too high and unrealistic to be reached with the current ability. As per the State officials, setting of targets for beneficiary outreach and coverage should be done in consultation with the State Officials. The PMMVY Forms A, B and C are not simple to fill up by the applicants and AWWs as well. The formats should be simple to understand. Difficult to open the account of PMMVY on zero balance. The bank officials reported that there is no directive from Government in this regard. The non-beneficiaries stated that there is a need to expand this scheme beyond the first childbirth. The utilization of funds has increased from 10 percent to almost 25 percent, which indicates good progress.
Strengthening Registration and Monitoring Systems in Bihar

Civil Registration Systems:

Objectives:

To provide technical support for developing State roadmap for strengthening Civil Registration in Bihar. Undertake field reviews/monitoring to identify operational challenges of civil registration in the State. Consultation with key stakeholders at the State level to identify bottlenecks and critical gaps to strengthen the partnership between the different agencies responsible for civil registration. Strengthen use of VHSND platform for Births and Death Registration. Technical assistance for capacity building of district level and block level officers.
SDG Monitoring Systems:

Objectives:

Facilitate the development of a Task Force/Development Partners Forum which would meet regularly to discuss progress. Facilitate workshops/ capacity building measures on SDGs for different government stakeholders. Develop a baseline report on SDGs based on the current data availability. Contribute to Equity Analysis with respect to women and children in the state and other reporting by Dept. of Planning and Development (DoPD), Govt. of Bihar to NITI Aayog. Facilitate regular state level review of Aspirational Districts on key indicators, steps taken by concern departments and works of agencies working on behalf of NITI Aayog.

Population Research Centre, formerly known as Demographic Research Centre, was established in the Department of Statistics, Patna University in September 1966 by the MoHFW, GoI, New Delhi. The Centre has produced more than 430 research paper/reports/articles on different aspects of population, health, nutrition and etc.
